Many times clients must have certainty as to the federal tax consequences of a proposed transaction û and while tax opinions are helpful, they do not provide the certainty of qualified advice from the IRS. This teleconference is designed to discuss how, when and why to seek qualified written advice from the IRS, normally in the form of a private letter ruling request, a review of the ruling requirements set forth in Rev. Proc. 2009-1, what is not covered by a private letter ruling, the benefits of a pre-filing conference prior to the actual filing of the ruling request, as well as timing issues. This teleconference will also discuss new IRS pilot private letter ruling processes, the availability of expedited treatment and the use of pre-filing agreements with respect to certain completed transactions. In addition, in connection with IRS examinations, when to consider requesting a technical advice memorandum or other advice from the IRS National Office will be discussed. This teleconference is a must for practitioners seeking advice from the IRS.
